 Viktor Yanukovych: Ukraine needs stability

Prime Minister's interview for "Podrobytsi tyzhnya" ("Week in Details") program on Inter TV Channel
Interviewer: On Wednesday you met with the President, what have you succeeded to achieve? And did this discussion concern only the opposition demands or other subjects?
Viktor Yanukovych: You know it would seem strange if I held a discussion with the President as a leader of the opposition. I would not like it ever to happen in Ukraine. I would like to see the President, first of all, as guarantor of the Constitution. Secondly, to see the President initiator of economic growth and increase of the citizens' welfare.
Interviewer: If the opposition advances claims addressed to the coalition, Government then would, probably, set up claims to the opposition?
Viktor Yanukovych: We would like to cooperate with the opposition and to view them as our partners which constitute the political structure of public administration. In other words, to have open, partner relations, to have meetings and drawing conclusions and any reciprocal accusations be conscientious.
Summing up the results, it is impossible for the Government not to make mistakes. There are and always will be mistakes. But we should be fair. We must not cheat ourselves and above all – the people.
Interviewer: The opposition declares today about preparation for "Spring march" to Kyiv. Are the coalition, Parliament ready for the second Maydan (Revolution) -2004?
Viktor Yanukovych: Who needs it? And why? I am convinced people do not need it. Our foreign partners who invest into Ukraine, in the development of our state do not need it. The only thing we need is stability. Therefore, the sponsors of such actions play with fire. It's dangerous to trifle with such issues.
Interviewer: Placement of the anti-missile defence system in Europe. How do you think, who is to state an official stand of Ukraine? And what should it be like?
Viktor Yanukovych: This stand concerns whole society. All the citizens. And, undoubtedly, on the assumption of it this stand is determining by public opinion, public position. If we conduct social investigation today, I am sure that we would have worse answer than an attitude of our citizens to accedence to NATO.
But what is the way for solving this issue, the decision on placement of the anti-missile defence system in the Czech Republic and Poland answers the main question, are all the European countries or NATO countries satisfied.
We have no answer to this question because we see what disagreements are between the European leaders concerning these issues. Even the leaders of such big countries as Germany, France. This is the first. Even NATO member-states have no a common standpoint on this issue. Let us recall the history of creation or discussion of the anti-missile defence system when the negotiators were the USA and Russia. Then why this process today is not coordinated?
In my opinion, all the strategy partners on creation of the anti-missile defence system in Europe should start negotiations. As for Ukraine we are also ready to negotiate. We have the tracking loop of space placed on the territory of Ukraine used, by the way, both by Ukraine and Russia.
Interviewer: How do you think Ukraine could initiate its participation in this system, taking into consideration the above-mentioned: radar observation system, our experience and technologies?
