Ideas stated in this publication, are rather not intended for politicians. Politicians are interested in elections, coalitions and power. They have their own logic of actions, dictated by some or other principles, or by the absence of such. I do not think that there is sense to discuss in public these topics in Ukraine today: all is already said and all was clear to everybody long ago.

Therefore I would like to share my thoughts not with the politicians, but with the common citizens. With those who understand that it can not proceed like this, because the inner political pressure will simply break the rickety shell of the state system. Every material has the tensile strength and the government control system is not an exception in this sense.

Ukraine is confidently moving to a line after which there is not simply a next political crisis. The hopelessness of the position in which the authorities drew themselves, could eventually turn into the consequences far worse than the catastrophic deterioration of the social and economic situation. It is about rolling down to the authoritarian method of governing the country, when the word "democracy" is used simply as a beautiful wrapping. It is about distortion of the current events and about attempts to rewrite the history. What processes it could entail, one can only guess.



So far there still exists an illusion that child's teething problems of the Ukrainian state system growth are temporal. This can be heard in the statements of the authorities both in Kiev and in the European capitals. But on the eighteenth year of existence of the independent state explaining the most serious misses in the construction of this state would mean to simplify the situation too much. I do not exclude that it is not simply about the errors which young democracies are simply unable to avoid because of absence of necessary experience. Maybe, we are facing the problems of a completely different nature?

I believe that the permanent crises of power in Ukraine should not be viewed out of context of the attempts to change the world by means of hand management of the historical processes. A "speed-up course on democracy", offered to Ukraine four years ago, resulted in inexplicable processes starting in the public body. Irrational actions of the so-called democrats can not be explained only by inconsistency of their actions, absence of due political culture or irrepressible race for power. Presumably, we are dealing with the "rejection" of the organs, implanted artificially to the public organism. It appeared that influencing the public processes by means of political technologies is as dangerous as experimenting in the field of genes engineering: risks of getting an uncontrolled political mutant are too high.

I think that today nobody would dare to accuse the Party of Regions in frightening the country with some non-existent threats, based only on a wish to change the frock of the opposition to a comfortable suit of the authorities. I am also convinced that you already understand how dangerous it is to continue to go under the thumb of those who substitute deeds with populism and jabber.
Unfortunately, the threat of chaos, economic degradation, and what is the most frightful – power resistance with the next-door neighbour – Russia – became a reality. And all of this is provoked by the present authorities. During all the previous years we warned: the orange power is destructive in essence. It is a conglomerate of forces, in principle incapable of unity and effective work.

We forecasted: ignoring the Main Law, as well as right on the whole, which was explained allegedly, will result in disbalance of the system of power, in loss of a feeling of reality by the power, in announcing outlaws all the forces which do not agree to silently view how the state falls to decline.

But now the orange power has fallen. What comes next? Which system will arise from its ruins? What does the country expect? A way out of the situation should be searched for. And on this way, certainly, all healthy forces of the society (and politicians, depending on the society) should unite around the main values of our state.

Answers to the questions put by the present moment are searched by everybody who are not indifferent to the fate of Motherland today. We are ready to answer some of these questions. The last statements which I made on behalf of our political force, indicate the aims which stand before the society. Actually, it is about the realization of the main provisions of the Party of Regions program which was developed bearing in mind the short and long-term plans of building a strong economy and durable democracy in Ukraine. It also includes making alterations to the operating Constitution having an aim to prescribe accurately the plenary powers of all branches of power, create a reliable system of counterbalance and make it impossible to usurp the power by one of its institutes, reform the judicial system, decentralize power with the transmission of broad functions and plenary powers to local self-government, provide development and assertion of basic directions of domestic and external policy in parliament...

I want to lay particular stress on the following: we are not going to abolish the institute of President and are not trying to deprive President of the right to be a guarantor of the Constitution. Those who profiteer on this subject pursue a purpose to distort intentionally the essence of our activities.

Today, we are doing everything possible that a next polittechnological clone will not appear on the ruins of a tumbledown coalition. Therefore in parliament we vote with those whose interests on this stage do not contradict the interests of the Ukrainian people and the state. I think that our like-minded people understand it. Creation in the parliament a situative majority does not mean that we are going under someone's thumb. Temporal unions are also needed. It would be good if they were transformed to a wide political front with time. But we are realists, and understand that political egoism of the cracked orange force very often prevails above national interests. Their style is to conduct a policy independent of people. How will it be this time?

Maybe, the country is awaited by the next pre-term elections. What will it give to the country? New economic shock?! And under conditions when the economic crisis as a result of an unbridled populism of orange power has reduced the standard of living of millions of our fellow-citizens to a zero point, the expected shock will be especially sickly. Will the politicians have enough wisdom and responsibility to make an effort to use this irrationality for creating in the parliament a configuration of forces able to give the beginning to a new stage of the state's development?

We need peace. Ukraine should not take part in the strangers' wars.
Therefore our position is simple and clear: in the sphere of foreign policy provide Ukraine with the status of a non-block state. The attempts of present authorities to pull us into NATO are fraught with dangerous tension in relationships with Russian Federation. It is needed neither by us nor by Europe. The recent Ukraine-EU summit gave us a clear answer who really brakes the eurointegration process.

The solution of this problem will set free the resources necessary for development of the economy. A considerable increase of spendings for defense offered by the current authorities will result in fact in a dispersion of resources of the already wretched state budget. In order to maintain a modern army it is needed to have a powerful economy. In its turn, reaching this aim is possible only through liberalization of the tax system. Strengthening of the tax burden will kill both the economy and the army. Today the servicemen have inadequate food, so what increase of Armed Forces can be talked about?!

It is probably superfluous to remind about it, because today the society is able to distinguish pre-election populism from suggestion of real, feasible tasks and aims. However, it is needed to be ready to the authorities' struggle to compensate the absence of positive results with more promises, the amount of which will increase with the approaching of the elections day.

The Party of Regions is ready to any overstags of the pro-authority parties, and I want our like-minded people to know about it. We have passed difficult tests with them. They remember 2005 and all the subsequent years when we were pursued, humiliated.

But now it does not pass any more.
The historical limit of time of the orange is outspent.
