Dear colleagues!
Let me congratulate you at this year's first meeting of our government.
I should say that the first weeks of the new year and the first steps of the Cabinet of Ministers of Tymoshenko testify that the economy of Ukraine anticipates a crisis period.
Tymoshenko's government, as it is already visible, settles and will settle a political task exceptionally to prepare groundings for presidential elections of Tymoshenko.
Thus, this government will live only for today and care not for future generations, but for the upcoming elections.
Therefore we are those who should take care of our country's return to its long-term and stable development.

Our task is to return the society to reforms. We should realize the enormous dimensions of a danger that will face the state where the government instead of being engaged in effective management of the economy, instead of development has chosen a strategy of wasting, a path of flirting with voters for the sake of achieving the only aim – presidential elections.

What do I suggest today to concentrate our attention on?
The first and the most important. Today it has become absolutely obvious that the BYUT pre-election slogans about the best and the most modern program of all times and people, allegedly composed of the proposals of each and every, were only another example of populism and pre-election lie.
Instead of a specific program of action the Tymoshenko Government proposed a collection of populist slogans and dreams.
So-called "Ukrainian breach" is nothing but alienation from reality, from pragmatism, from specific approaches to settle particular tasks.
It does not put an aim and does not forecast the results to expect. It does not obligate the authors to anything.
It even does not contain such strategic items as mastering modern technologies, overcoming unprofitability of enterprises, advancing tariff policy.
The Government rather takes up tasks which are beyond its competence, such as non-admission of adopting laws and ratification of international treaties.
The Government gives sweet promises to citizens, but the responsibility for this chooses to shift to the shoulders of Parliament. As it goes in a folk joke: I will eat mine alone, and yours we will eat together.
Thus, a basic conclusion is that a project offered by the current Cabinet of Ministers, unfortunately, is not a valuable complex and systematic program of action. And it can not be treated as the Government's program.
Such a document could not be approved at the Parliament.
The second. On the negative consequences of populist steps of the Cabinet of Ministers of Ukraine concerning redemption of the depreciated savings of citizens in the USSR Savings Bank institutions.
We draw attention to the unpreparedness of savings reimbursement campaign, to irresponsibility with which the Government endangers thousands of people to lose their health and even their lives.
We know that, for example, at some divisions of Savings Bank, particularly in Lviv, everything was done to hide from society and the press another death of a citizen in a queue for savings reimbursement.
A lot of elderly people are vulnerable to such risk. And nobody carries responsibility for it. The only purpose is set: to show at any cost the ability of the future candidate for the President post to fulfill election pledges.
Who at that considers malicious insults and deaths of people?
Who will carry responsibility for them?
I do not even mention that one requires little wit to give away the money that we earned.
But the current Government is not even able to dispense it humanly without insiting citizens to risk their health and life. "Kampaniyschina", populism, and PR. And after that let it even flood.
In the current situation we as the Opposition government claim from the Tymoshenko's Cabinet of Ministers to take immediate measures not to allow further chaos and prevent new deaths.
We also receive claims concerning the size of payments. Above all, it concerns a refusal of the Government to index holdings. This indexation was statutory in 1996 and its abolition by the 2008 budget law is more than doubtful.
The Government has also practically cut in 2008 indemnity of depreciated savings on insurance payments, except for the heirs of insured persons who had died.
And the main point is the terms of redemption: 2 years are a lie for sure.
The obligations are fivefold larger for the next year than to this year. Thus the Government of Tymoshenko did not foresee any measures to restrain price growth that will certainly be caused by the Savings Bank payments.
Due to this the people will be forced to repay obtained reimbursements from the Savings Bank to the Tymoshenko Government in the form of increase in prices, primarily, on food.

On imbalances in financing humanitarian sector in the Law of Ukraine "On the 2008 State budget of Ukraine".
BYUT PR managers created a new nightmare story: "Ukraine is an area of cultural disaster".
This story was created to show how the current power will allegedly rescue everybody and everything as well as the Ukrainian culture. It goes without saying that in Ukrainian culture it is the same expert as in an ice-show.
Now we can observe how Ukraine will be lead out from that created area of cultural disaster.
In 2008 budget the expenses on development of culture are increased in comparison to the 2007 by UAH 1,7 billion and total UAH 4,8 billion. It sounds encouraging but let us consider how these figures look on the background of other indices.
For example, it is appointed totally over UAH 1,2 billion to the State Administration of Affairs. It is almost the sum for the whole Ministry of Culture and Tourism, i.e. UAH 1,26 billion. So where is the area of cultural disaster? Can it be in the scope of the State Administration of Affairs competenñe?
The total amount of expenses on maintenance of the Verkhovna Rada, the Cabinet of Ministers and the President of Ukraine's Secretariat of this year increased by UAH 400 million... compared to 2007 – to UAH 1 billion 640 million. And this is called refusal of privileges?
No, I would rather call it the area of political disaster. And it is much easier to lead Ukraine out of this area than somebody could think.
It will be enough to sweep this political disaster from Ukrainian land with a bad broom. And the people will take such broom in the nearest future. | |
