Viktor Yanukovych: Approval of a new law "On government service" will serve both internal interests of the society and the state and foreign-policy purposes

The Party of Regions Leader Viktor Yanukovych, introducing the draft law "On government service" at the tribune of Verkhovna Rada of Ukraine pointed out the following:
"I consider that MPs do not need being convinced of the importance of the issue concerning public management around the country at all levels – from local up to the highest.
The draft law "On government service" was elaborated in order to embody world standards of government service and to ensure effective practical fulfillment of the state's tasks and functions. Implementation of the draft will facilitate the creation of a more efficient public institution with such key functions as preparing suggestions on the national politics issues, ensuring its realization and providing services to individual and legal persons.
The purpose of the enactment is to establish in Ukraine a professional and efficient government service which will ensure good performance of public authorities and rendering of high-quality services to the citizens.
The main tasks of the law are the following:
- to raise prestige of government service;
- to adjust civil servants' status according to the level of the responsibility they bear;
- to segregate political positions from civil servants' positions;
- to increase quality of the services provided by civil servants;
- to put into action a transparent mechanism of hiring for government service;
- to set up a politically neutral institution of government service;
- to stimulate civil servants with promotion prospects;
- to implement an effective mechanism of preventing corruption;
- to create conditions for transparent work of public authorities;
- to improve social and financial protection of civil servants.
In contrast to the current Law "On government service", the draft envisages a new procedure of assuming government service through signing a public agreement between the state and a person taking up government service or being repeatedly appointed for the post of a civil servant.
It also suggests creating a new position – human resources manager who is responsible to the head of a public authority for ensuring functioning of government service, accountable to the specially authorized central body of executive power on the issues of government service and is appointed for a period of five years.
For professional development of public servants, systematic updating of their professional knowledge, acquiring and improving practical abilities and skills necessary for civil servants to fulfill their official duties, including language skills, the draft envisages professional training, retraining, advanced training and drawing up an individual training program according to the results of work evaluation not rarer than once a year.
In order to improve social and living conditions of civil servants the draft law foresees a right to receive a favorable interest-free credit to buy or build a dwelling.
The approval of the new act "On government service" will foster a large step towards overall reforming of public service and setting up professional, politically neutral and efficient national service under the principles of administrative space, which will ensure effective performance of public authorities and render professional and high-quality services to natural and legal persons.
The draft law eliminates discrimination on the department and territorial basis and guarantees equal opportunity for assuming a position of any category. The act sets down a principle of equal salaries.
Passing and putting into action the new law "On government service" will become an important political step and will serve both internal interests of the society and the state and foreign-policy purposes."
The draft law proposed by Viktor Yanukovych "On government service" was assumed by Verkhovna Rada as a basis. 361 People's Deputies voted for such decision. | |
