Taras Chornovil: The Government's start was very difficult, but productive
07.11.2006, 14:59
"During 100 days in office of the incumbent Government, it has achieved a number of positive results," was a commentary about the first 100 days in office of Viktor Yanukovych's Government by the parliamentarian Taras Chornovil, member of the Political Council of the Party of Regions. "First, they stopped chaotic processes that they inherited in the financial sphere. They have tuned up this key sector of the economy. They have systematically restored order with regard to financial privileges and Budget revenue. So, there is hope that they will be able to get rid of a black hole, sucking in huge sums of the Ukrainian finances, which hopefully will stop.
Second, the present Government is beginning to live up to its promises to curb shambolic increases in prices and utility rates, which were introduced by the previous two Governments. For example, we have recently seen a drop in fuel prices, and hopefully a drop in the consumer goods prices may follow, too. We hope that there will be no more lack of control, and the Government will exercise a normal, market oversight – not in a coercive manner of Tymoshenko's government – over operations of the oil traders and oil processing companies.
Taras Chornovil also noted an important issue which is still awaiting complete solution – restoring acceptable terms of the gas supplies to Ukraine. "We should revisit the earlier practice of the previous years when inter-State agreements were concluded in this sector. And the Government intensively works in this direction. Last year, when Ivchenko was in office – as he operated in the governments of Tymoshenko and Yekhanurov – the negotiating process was completely derailed, and the earlier inter-State agreements were invalidated and replaced by overtly corrupt deals between economic entities. The incumbent Government is presently breaking this scheme. Unfortunately, not all businessmen have yet been forced to work in the civilized market. However, the Government is looking into situation in this area, and so we may confidently say that they will restore order there.
Despite the fact that the Government began its work in the middle of the budgetary period, it switched from Pynzenyk's chaotic finances to developing a serious budgetary document, which will be definitely executed. In my opinion, it is a tangible achievement of the Government's first 100 days in office, in view of the fact that it was put in office only in the second half of the year," the parliamentarian said. | |
