Parliamentarian Mykhaylo Chechetov: The National Security and Defence Council discusses some issues which are absolutely beyond its terms of reference
20.11.2006, 10:51
While speaking on the TV channel "1+1", parliamentarian Mykhaylo Chechetov, member of the parliamentary faction of the Party of Regions, made a comment about the recent discussion by the National Security and Defence Council on the state of the housing sector and public utilities.
Parliamentarian Chechetov said that the discussion by the National Security and Defence Council on the state of the housing sector and public utilities, which may be followed by a related presidential decree, is an attempt to legitimize President's influence on the Cabinet of Ministers.
"The scope of authority of the National Security and Defence Council is defined by the Article 107 of the Constitution. It coordinates the work of the executive branch of power in the sphere of the national security and defence," Mykhaylo Chechetov said, and he added that the National Security and Defence Council should look into drug addiction and crime, rather than the state of the housing sector and public utilities.
When asked whether the Government will comply with a presidential decree on the state of the housing sector and public utilities, if such a decree is issued, Mykhaylo Chechetov said: "Earlier the presidential decree were laws, but now this period is in the past." "What is happening now? The National Security and Defence Council discusses some issues which are absolutely beyond its terms of reference. Its decision may be transformed into a presidential decree. So, it is an attempt to legitimize President's influence on the Cabinet of Ministers." | |
