Parliamentarian Volodymyr Demydko: There will be no shadow Cabinet

It raises serious concern that presently there are persistent and systematic attempts to subordinate the work of the Cabinet of Ministers of Ukraine – the top body of the executive branch of power – to the National Security and Defence Council. There is a threat that this President-affiliated coordinating body seeks to obtain improper functions to control the Cabinet's actions and decisions.
For example, the presidential version of the draft of law "On the Cabinet of Ministers of Ukraine", Article 30, proposed to make the Cabinet of Ministers of Ukraine answerable to the National Security and Defence Council on the issues of the national security and defence, as the Council coordinates activities of the executive branch of power in this sphere.
However, this bill still remains just a bill, and so they changed their tactic.
Today, the National Security and Defence Council discussed the issues which are jurisdiction of the Cabinet of Ministers of Ukraine: the housing sector, public utilities, sale by the executive authorities of the confiscated property, and so on.
Thus, the National Security and Defence Council is stealthily trying to usurp authority of the Cabinet, to direct the work of the Cabinet, and to give instructions to the Cabinet.
According to the Ukrainian Constitution, the Cabinet of Ministers of Ukraine is responsible before the President of Ukraine and the Verkhovna Rada of Ukraine, and it is accountable and answerable to the Verkhovna Rada of Ukraine. The Cabinet of Ministers of Ukraine conducts policy in finances, pricing, investments, taxes, labor, population's employment, social protection, education, science, culture, environment protection, environmental security, use of natural resources. It develops and implements national programs of the economic, scientific, technical, social and cultural development of Ukraine, and ensures equal conditions for development of all forms of ownership. It manages State property, and so on. Therefore, the National Security and Defence Council exceeded its authority by discussing an issue which is jurisdiction of the Cabinet of Ministers of Ukraine.
In connection with that, we will be forced to adopt appropriate amendments to the Ukrainian laws "On the Foundations of Ukraine's National Security" and "On the National Security and Defence Council".
We will not allow to set up a shadow Cabinet! | |
