 Parliamentarian Yuriy Miroshnychenko: Putting an item regarding the housing sector and public utilities on the agenda of the National Security and Defence Council might be viewed as an attempt to provoke a conflict

In his commentary on the November 17 meeting of the National Security and Defence Council, parliamentarian Yuriy Miroshnychenko said the following:
"I believe that this incident in connection with the meeting of the National Security and Defence Council should not be viewed in any way as personal contradictions between the President and the Prime Minister. In fact, we just saw an example of a systemic clash over delimitation of authority, which has to be divided once and for all.
According to the Ukrainian Constitution, Ukraine is a democratic country, and we constitutionally declare the principle of the rule of law. However, democracy is also based on democratic procedures defined in the respective laws.
According to the law, the National Security and Defence Council only identifies Ukraine's strategic national interests, while it is the Government's jurisdiction to make relevant specific managerial decisions. In such circumstances, putting an item regarding the housing sector and public utilities on the agenda of the National Security and Defence Council might be viewed as an attempt to provoke a conflict. Therefore, the Prime Minister's position is just an objection to violation of the Constitution and the Ukrainian laws by officials, who prepared agenda for the meeting of the National Security and Defence Council," parliamentarian Yuriy Miroshnychenko said.
"Today we expect that President should appropriately evaluate the actions of the Secretariat of the National Security and Defence Council while preparing the Council's meetings, and we hope for constructive steps to defuse this situation, and to prevent similar misunderstandings in the future. Amid legal vacuum in the absence of the laws on the Cabinet of Ministers and the President, the personal role and constructive position of Viktor Yushchenko and Viktor Yanukovych are extremely important," Yuriy Miroshnychenko stressed. | |
