Volodymyr Rybak: The centralization of power and financial system does not let regions develop

15.07.2008, 11:58

The centralization of power and the centralization of financial system do not let regions develop sufficiently. It was stated, as "CID" reports, today at the international conference "Efficient governance and administrative-territorial system of Ukraine's regions" held in Donetsk by Chairman of the Parliament Committee on building, city-planning, housing and utility services and regional policy Volodymyr Rybak.

"This issue is number one for all regions. The concept, which for the time being is introduced by the government in Verkhovna Rada, has already been examined several times in the committee. At the moment it has general direction, regions play a minor role, they are not self-sufficient", he said.

"We should completely apprehend and clearly understand that currently problems exist within regions, problems exist within cities, districts, village councils, that is why finances should be there", the Party of Regions MP underlined.

"It is an impossible situation that nowadays regions-donors live worse and solve their social matters worse than regions which receive grants", Volodymyr Rybak considers.
